Tom John is a partner in the Public Affairs Group of Ice Miller and co-leader of the Firm’s Public Infrastructure Group. He concentrates his practice in infrastructure investment and economic development including public-private partnerships (P3 projects), municipal law and state project procurement advicory and election and administrative law consultation. During his career, he has represented clients ranging from small businesses and Fortune 500 corporations in a variety of industries to many municipalities and the state of Indiana agencies.

Tom’s unique background enables him to utilize strengths in public affairs advocacy, traditional legal acumen and strategic policy and political guidance to handle various matters for clients including executive lobbying and strategic communications at the state and federal levels and P3 legal representation, along with various regulatory, administrative and election law issues.

Tom attended Purdue University where he obtained his bachelor of arts in political science. Tom then attended the Ohio Northern University School of Law where he obtained his JD with honors. His experiences also include serving as a clerk to former Chief Justice Brent E. Dickson of the Indiana Supreme Court and Judge Bobby R. Baldock of the 10th Circuit United States Court of Appeals. Finally, he has served as a member of the Indiana Election Commission.

As a member of the community, Tom is an alumnus of Class XXXVI Stanley K. Lacy Leadership Program, served as the vice-president and treasurer of the Herron-Morton Place Association, was a member of the Indianapolis Greenways Development Committee, and was the past president of the Board of the Brain Injury Association of Indiana and the Indiana Leadership Forum. He currently serves on the Fiscal Policy Committee of the Greater Indianapolis Chamber of Commerce and is engaged with the Association for the Improvement of American Infrastructure (AIAI) and is a member of the Community Based Infrastructure Committee.
